Hours of Service Basics
HOS rules exist to prevent fatigued driving. They set hard limits on how long a driver can be on the road before mandatory rest — and the ELD mandate means these limits are enforced in real time.

Maximum 11 hours of driving after 10 consecutive hours off duty.
14-Hour On-Duty Window
Once on duty, you have 14 hours to complete your driving — then you must rest, regardless of how many hours you drove.
30-Minute Break
Required after 8 cumulative driving hours. Can be off-duty or sleeper berth time.
60/70-Hour Weekly Limit
60 hours in 7 days (6-day carriers) or 70 hours in 8 days (7-day carriers). Reset with 34 consecutive off-duty hours.
ELD Required
Most CMV drivers must use an Electronic Logging Device. Paper logs have very limited exceptions.
Required Documents
These are the core documents every motor carrier must have on file. Each missing document is a separate citable violation.
Commercial Driver's License (CDL)
Valid CDL copy in every DQ file. State-issued, must match vehicle class operated.
DOT Medical Examiner Certificate
Form MCSA-5876. Valid up to 24 months. CDL holders must file with state DMV within 7 days of issuance.
Driver Qualification File
Employment application, MVR (annual), road test certificate, 3-year safety performance history from previous employers.
ELD Logs / Hours of Service Records
7 days of prior records accessible during roadside inspection. Retained 6 months by carrier.
Drug Test Records
Pre-employment negative results, random testing logs, Clearinghouse query documentation.
Vehicle Annual Inspection Report
Appendix G inspection, retained on vehicle or at terminal for 14 months.

These are the violations that generate the most citations during DOT compliance reviews. Fines are per violation — one audit can produce multiple.
